Phnom Penh has nowhere near the bustle of Ho Chi Minh City, but it's not nearly as laid back as Vientiane, the capital of Laos. There are many NGOs here helping the city, and the country, get back on its feet after decades of terror and destruction. Most of the population is under 25 - they were born after the Khmer Rouge years of the late '70s.
