At first I thought all of these underground roadways in this city were old mine shafts. But in fact they were originally built to divert water to prevent flooding in the rainy season. Then a dam was built in the 50s and these old tunnels were converted to roadways to reduce traffic and leave more room for pedestrian malls up above.
